As far as I know, the air shipping (IATA) regulations are strict so much. The theory is that appliances which work with flammable liquids or gases may contain residue and that may ignite. Other danger factor may be the possible inner pressure.
Postal and courier services may have even tougher policies or regulations, saying that they don't want to cause an accident just because of their customers' misunderstandings and they don't have the setup for filtering the dangerous goods.
This carefulness can be called paranoia, but I feel better on an airplane when I know that no "hidden dangerous goods" are loaded beneath my seat without the necessary preparation.
