Probably, but I bought one similar on the bay for about ten bucks....Maybe not as nice looking, but makes decent coffee.

Here is a better video (how I use mine) as you do not need to leave the burner on the whole time or it may burn the coffee and ruin the flavor.

Judging by the provided product images, it looks complete.
In fact this is a pretty old and simple construction with few parts.

BTW, you can save yourself some time and shipping costs by getting IKEA's METALLISK (espressobrygger, rustfritt stål, 0.4 l) for 199 NOK (inkl. mva) closer to home.
It does exactly the same thing.

And if you want the "real thing" you need to go with the Bialetti brand.
